Stocks are lower this morning with investors nervous ahead of the European Central Bank monetary policy decision due later today. Although rates are expected to be left unchanged, the ECB will be making a decision on the PEPP bond-buying program for the fourth quarter, weighing renewed concerns about global recovery and inflation. The policy decision announcement will be followed by a press conference with President Christine Lagarde.
